IEC 61850 is an international standard specifying next-generation architecture for communication networks and systems in power utility substation automation, in which IEC 61850-3 defines the general requirements of EMC, Climatic, and Mechanical Environmental Conditions of communication networks and systems in electric substations.  The IEEE1613 standard outlines the Environmental Conditions present in electric power substations and establishes a common reproducible basis for designing and evaluating communications networking devices to be installed in these substations.
